After joining Knect I am asked to turn on Tailored offers - what does this mean?
It allows Skrill to send you promo offers from their partners (online shops, casinos etc.) based on your transactions, but without sharing any of your data with the partners.

The Tailored offers are part of your marketing preferences settings. Should you decide to enable them, you’ll be able to see offers related to the Loyalty program (Knect), which may be of interest specifically for you, and are otherwise not visible if the Tailored offers are not enabled.
Note: This does not mean that by enabling them Skrill will send you additional offers - either by e-mail or push notifications, if you use the app. The additional offers will be visible in-account only, so if you want to be notified by e-mail or push notifications, you need to enable those notifications separately in your account notification settings.
